Buddy I am like a former Marine who is still thankful for his/her service in the Marine Corps. I love the CPD because there are things I learned working in the deuce that I will never forget. There are coppers I was fortunate enough to work with who were very courageous, decent and honest. Those guys were my mentors. I look at the strengths and weakness of the CPD from the standpoint of a citizen who still owns property in the city, who has relatives in the city, and who has friends that are still on the department. Therefore I love to communicate ideas and debate sound solutions to the problems facing the department and law enforcement in general. <BR/><BR/>Living in Northern Illinois gives me a dog in the fight. If the CPD cannot perform at its best every burg in Northern Illinois will be threatened by the lawless hordes that are currently kept in check by the CPD. You might read a post in which I challenge the institutionalized nonsense that inhibits transparent promotional examinations, fair pay and benefits for coppers, a medical roll that needs reform, and a deployment system that does not put sufficient cops in the districts answering radio calls. <BR/><BR/>Oh and by the way I got my promotion putting hoodlums in jail for violating labor racketeering provisions of Title 18 of the US Code. Specifically these hoodlums were engaged in corrupt and racketeering practices with respect to exploiting labor unions in furtherance of organized crime. During the time I entered federal service, the DEA, the Secret Service, and the FBI had pretty tough eyesight exam requirements which I could never have passed.<BR/><BR/>But there are a lot of other federal investigative agencies out there. Even the Nuclear Regulatory Commission has 1811 Criminal Investigators who conduct complex conspiracy investigations. I envy the guys in the FBI, DEA, and the Secret Service. They all do great work that cannot be matched! I have to say that the guys from the 002 who went to DEA definitely hit the lottery. DEA is probably one of the most respected law enforcement agencies out there. I would have probably applied to the DEA if my uncorrected eyesight were not so poor. On the other hand I wasn't much of a dope or tact guy. I do however admire the SS for the way their agents work hard to protect the image of the service. I have never met an SS agent who was a slob or who complained about his job. The FBI still maintains offsite locations throughout the loop. However I am not a FEEB. If the Chicago Police cannot effectively control crime, the rest of Northern Illinois is in deep kimchee. Therefore I have a self interest in seeing an effective Chicago Police Department where officers do their jobs with pride and enthusiasm. Actually the Agriculture OIG Special Agents do a great job combating fraud within the Department of Agriculture. That agency has the third largest budget in the government. <BR/><BR/>Where are you assigned? Let me guess you keep the cute girls company behind the desk perhaps in 001 or 016. That would be more impressive if executive leadership of the CPD was overhauled with new leadership from outside the department. The CPD needs the law enforcement equivalent of Jack Welch the former CEO of General Electric to come in and get the ball rolling in the right direction.<BR/><BR/>The CPD SWAT guys who were dumped got hosed as a result of political chicanery and deficient leadership. Tell any CPD SWAT guys that they would be more than welcome in the FBI. THe Hostage Rescue Team is being expanded and they are engaged in an accelerated recruiting program which has a focus on attracting law enforcement and military personnel with college degrees and special operations experience. The selection and training is brutal. There is no race norming, no clout during the process. Either you have whgat it takes to be an operator in the HRT or you back to a field division.<BR/><BR/>The only way P.O.s and first line supervisors are ever going to get a chance to work in a CPD that embraces professionalism, transparency, and innovation is when the leadership of the CPD from the Exempt Ranks down to Captain are purged and the department is put under total federal control and oversight with respect to budgeting, deployment of personnel, promotional processes, and professional responsibility.<BR/><BR/>Even the FBI and the DEA had to be brought to heel. Their Internal Affairs and Professional Responsibility function are now completely under the oversight of the Department of Justice Office of Inspector General (OIG). Any investigation of a management level 1811 in the FBI or DEA is conducted by the OIG. The DOJ/OIG has the right of first pick regarding any corruption or misconuct investigations conducted by the FBI or DEA internal affairs investigative entities. Due to this policy the good old boy network in both agencies can no longer help out their cronies if they are caught in a less than professional situation or engaged in crimal conduct.
