Earlier in the day Mark Donahue appeared on CLTV NEWS and discussed the impending expiration of the contract. The news story focused on a proposed 24% pay increase implemented over 4 years. Donahue pointed out that the department has a tough time attracting qualified candidates and money being the key issue. Also mentioned was a $3000.00 a year city of Chicago cost adjustment.
Of course the money issues are the only ones that the media would find of interest. However, I went over to the FOP Lodge 7 site and found a link to the contract proposal summary to find out what was also being put out there.

What sucks is we as Sgts. have to follow FOP's contract lead. The FOP and the PB&PA have the same lawyers. I hope the FOP and the PB&PA can show each other a little cooperation.
Test sites North/South of Madison? Again it stinks for the South side, because you know they would have it somewhere right near downtown. Madison is not the mathmatical center of the city. Somewhere around 35th is. How about they have a site North somewhere, and one at Daley College for South.
FTO, the worst job on the CPD. Who in their right mind would take it? Look at the quality of recruits these days and ask yourself if you would be safe working with one of them? 5 CPD entrance exams in 18 months, desperate by all means to get a warm body to fill the retiree's shoes.

Chicago continues to struggle in attracting veteran police officers to become trainers for rookies, a top police official says.
The city's budget contains money for 265 field training officers. But when a new class of 30 trainers takes the street soon, the total will reach only 155, Deputy Supt. Charles Williams said.
"It's fewer than I would like," Williams said. "I think it's a program we could do a whole lot more with. We're looking at ways to improve the FTO program."
In 2003, Fraternal Order of Police President Mark Donahue warned that changes in the field training officer program "torpedoed" it.
The department scaled back the citywide program to 12 of Chicago's 25 police districts -- those with the highest crime totals.
The move was designed to give probationary police officers more experience in the high-crime districts where they were likely to begin their careers. But Donahue warned that fewer officers would want to become trainers if they were forced to leave their districts.
Williams acknowledged that has contributed to the diminished interest in officers becoming trainers.
Although Williams said the department is studying ways to attract more trainers, he would not comment on any proposed changes.
In its latest contract proposal to the city, the FOP is asking that trainers receive a higher level of pay comparable to what detectives make, as well as 45 minutes of compensatory time per day.
"They've got to open up all 25 districts as training districts," Donahue added.
"The people of Chicago are suffering. Recruits are suffering. In all likelihood, they are not getting all the training they could."

A man and a woman were shot and critically wounded in a building at the Cabrini-Green housing development on the early Saturday.
The shooting was one of two at the Near North Side housing project overnight.
Police officers touring the area heard shots fired about 3 a.m., and when they went to investigate, they found the two victims in a building on the 900 block of North Hudson Avenue, according to a report from the police First Deputy Superintendent's office.
A 25-year-old man suffered a gunshot wound to the chest and a woman in her 20s suffered multiple gunshot wounds to the body, according to the deputy's report. Both victims were taken to Northwestern Memorial Hospital, where they were listed in critical condition, the report said.
Earlier in the night, about 1:30 a.m., three people were shot at a party at a Cabrini-Green building in the 1200 block of North Burling Street, police said. Those victims -- a woman and two men -- were listed in good condition.
Belmont Area detectives are investigating the shootings.

City Hall on Friday won a reprieve from an order to hire 132 African-American firefighter candidates who passed a 1995 exam but never were offered jobs.
The ruling means that, for at least the time being, the Daley administration is free to hire from a list of generally younger candidates who passed a subsequent test last year.
U.S. District Judge Joan Gottschall agreed to delay imposition of her hiring order, as well as damages estimated at nearly $28 million, pending the outcome of a city appeal in a 1998 class action case filed on behalf of more than 6,000 black firefighter candidates. Gottschall earlier had ruled that administration of the 1995 test was flawed and discriminatory.
The city has contended the suit was filed too late.
Gottschall agreed with city lawyers Friday that if the appeal proves successful, "the city would have invested resources in processing and training firefighter candidates who have no right to their jobs" and that their hiring could invite lawsuits from successful candidates from last year's exam who were passed over.
If the city loses its appeal, however, the $28 million damage figure would climb to reflect additional lost wages of the 132 candidates whom Gottschall ruled would have been hired if the earlier test were fair.
