City's special ops head replaced
Wayne Gulliford, commander of SOS, will swap jobs with Walter Green, commander of field monitoring

Starks also told his staff today that Assistant Deputy Supt. Eugene Williams will replace Frank Limon as chief of organized crime

Does any of this make sense to anyone? He is suppose to keep the seat warm until the new Superintendent is named.
And the rational for this according to Monique is...
“He is taking these steps because he is ultimately the one who is going to be held accountable,” she said.

And then she adds this gem.....
Joe DiLeonardi made permanent command changes when he was an acting superintendent in 1979, Bond added.

Does she even know who Joe DiLeonardi was?
