FOOD FOR THOUGHT

In a previous post I wrote about Cincinnati in 2001 and the police slowdown that ensued after continued attacks on the police by ministers, politicians and the media.
I don't think we are anywhere near what happened there but the seeds of discontent are being planted. I borrowed this from Second City Cop in the comments.
AN OLD TIMERS PLEA said...
TO ANY 011TH DISTRICT READER

I AM GOING TO PLEAD WITH YOU TO JUST GO TO WORK AND ANSWER YOUR JOBS! I PROMISE YOU, IF YOU WILL CONSIDER THIS OPTION, YOU WILL NOT BE SELLING EVERYTHING YOU OWN AND BORROWING MONEY FROM YOUR PARENTS TO STAY OUT OF JAIL. YOU WILL NOT BE HOPING TO GET A JOB AT MCCORMICK PLACE WHILE WAITING FOR YOUR TRIAL AND YOU MAY NOT END UP WITH A HONORS FUNERAL. PLEASE, JUST FOR ONE PERIOD, DO NOT RECOVER A GUN, DO NOT CONDUCT SURVEILLANCE, DO NOT MAKE A PINCH UNLESS ON SIGNED COMPLAINTS, DO NOT WRITE A CONTACT CARD, TICKET, ANOV, DO NOT IMPOUND A VEHICLE, DO NOT DO DISPERSAL. LET THEM HAVE THE CORNERS. LET THE REVERENDS EAT JUST WHAT THEY ORDERED UP! RESPOND TO ALL OF YOUR ASSIGNMENTS, DO PAPER AND LEAVE! LET THE SAVAGES HAVE THEIR NEIGHBORHOOD. LET THE ANIMALS SAY SHIT TO YOU AS YOU DRIVE BY AND LAUGH AT THEM BECAUSE YOU KNOW THEY WILL BE LAID OUT THERE SOON. THEY WILL BE KILLING EACHOTHER OVER THE DOPE CORNERS IN ABOUT 7 DAYS. I KNOW IT IS GOING TO BE HARD TO STOMACH, BUT YOU HAVE TO DO IT. I KNOW YOU HAVE GOOD WATCH COMMANDERS, BUT YOU JUST CAN’T HELP THEM OUT DURING THESE TIMES. LET THE MURDER, YES MURDER, NOT HOMICIDE, RATE SOAR. MAKE YOUR NOTIFICATIONS AND CALL THE BODY SNATCHERS. LET THEM MARCH, DESTROY, RAPE AND MAME. THEN GIVE THEM A CASE REPORT. IF YOU ARE ASSIGNED TO A DOMESTIC OR ANY TYPE OF SITUATION IN WHICH YOU MAY HAVE TO PROTECT YOURSELF, CALL FOR ANOTHER CAR AND HAVE THEM TAKE THEIR CELLULAR TELEPHONE AND DOCUMENT EVERYTHING. TRY NOT TO CAPTURE ANY OF THE COPPERS IN THE VIDEO AND IT MAY MAKE FOR HILARIOUS U-TUBE POSTINGS. LET’S TURN THE TABLES ON THEM, VIDEOTAPE EVERYTHING. AL SHARPTON AND JESSE JACKSON WILL HAVE SOMETHING TO TALK ABOUT ON NATIONAL T.V.

WHEN CHARLIE WILLIAMS DOESN’T WANT YOU TO EVEN PROTECT YOU OWN POLICE STATION, CRITICIZES YOUR COMMANDER FOR WANTING TO DO SO, NO FUCKING PROBLEM JACK, YOU GOT IT!

WHEN THE INTERIM SUPERINTENDENT KNOWS THAT THE 011TH DISTRICT SHOOTING WAS GOOD AND REFUSES TO ALLOW ANYONE TO SAY THAT OR COMMENT ON IT, NO FUCKING PROBLEM JAGOFF. YOU SHOWED US WHAT YOU WERE DURING THE MEEKS DEBACLE.

IF YOU ARE ASSIGNED TO THE 011TH DISTRICT AND READ THIS, I AM BEGGING YOU TO PRINT IT OUT AND PASS IT AROUND. I AM GOING TO POST THIS ON EVERY SIGHT THAT SCC WILL ALLOW ME TO.

GO HOME, KISS YOU GIRLFRIEND/WIFE, SMELL YOU BABY, LOOK AT YOUR KIDS SLEEPING AND BE SAFE! MAY GOD HELP US AND BLESS US ALL!

This is by no means an endorsement of this position but an illustartion of how some out there feel.

YOu know, SCS, you're starting to look a lot like SCC. That "comment/post" was one of the most irresponsible I've seen here.
Charlie Williams did NOT criticize Cmdr. Jackson, and Starks definitely supported the officers who were involved in the West Side shooting. Of course, Starks had to spout the company line about a "full investigation/evidence," which he is expected to do, and what the public wants to hear. Cline wouldn't have said anything different. It was wise for the troops to switch tactics rather than let the near riot situation digress into a videotaped "free for all," with a lot of us caught on film splitting heads. Do we really need any more unflattering videos to pop up on CNN or the BBC this year? I think we all know the answer to that one.

Respected group to run search for next top cop
(http://www.suntimes.com/news/politics/505308,CST-NWS-cops10.article)

August 10, 2007

BY FRAN SPIELMAN AND FRANK MAIN Staff Reporters
The Washington think-tank that recruited former New York Police Commissioner William Bratton to run the Los Angeles Police Department will conduct a second nationwide search for Chicago's top cop.

The Police Executive Research Forum replaces David Gomez & Associates, the Chicago firm awarded a $100,000 contract to conduct the Round One search that ended in a do-over. Their field included only 13 outsiders among 40 applicants.

PERF has searched for police superintendents in a host of cities, including Los Angeles, Boston, Pittsburgh, Minneapolis, Nashville and Portland.

Executive Director Chuck Wexler referred questions to Chicago Police Board President Demetrius Carney, who did not return calls.

"If PERF is on board, it suddenly brings credibility that it's a legitimate search. The law enforcement community respects PERF. Chiefs respect PERF. If you have PERF in the equation, individuals who might not otherwise have applied will apply. You increase the chances you're gonna get strong outside candidates," a City Hall source said.

Seeks outside candidates
Former Chicago Police Supt. Terry Hillard once asked PERF to examine the extent to which racial profiling was a problem among Chicago Police officers. The study resulted in an educational campaign for officers and the general public as well as a groundbreaking general order that laid out the department's policy against bias-based policing.
More recently, Hillard served with Wexler on the committee that chose another outsider -- Los Angeles attorney Ilana Rosenzweig -- to run Chicago's newly revamped Office of Professional Standards, which investigates police misconduct.

"I used 'em a bunch of times. I had a lot of confidence in them," Hillard said Thursday.

Last week, Mayor Daley stunned the law enforcement community by rejecting all three finalists recommended by the Police Board -- insiders Charles Williams and Hiram Grau and New Yorker Thomas Belfiore -- and ordering the board to start over.

The surprise move was designed to send a signal to candidates outside Chicago who believed the search was an inside job that they really do stand a chance.

The Chicago Police Department has had only one outsider as its superintendent: University of California at Berkeley criminologist O.W. Wilson after the cops-as-robbers scandal in the Summerdale police district in 1960.

Something tells me that the attitude of CPD and the morale can't sink any lower. It will take something enormous to reinvigorate the CPD.

A Question to all of the Cline Supporters.

How would Superintendent Phil Cline have responded to the recent SOS shooting in 011? Would he have attended Al Sharpton's "MB" Church and hugged and kissed Fat Al and made everything alright?

The truth is that Phat Phil would have capitulated to the reverends alot faster than Dana Starks.

I guarantee you Phat Phil may have stripped the SOS PO's and used them as sacrificial martyrs to be paraded in shame to the media. You guys kill me,look at Cline's history of handling any media pressure. Cline folds and runs, throwing any unconnected PO to the wolves to fend for him/herself.

Dana Starks was the Commander of 011 and did a reasonably decent job there. WHITE officers liked him and he treated people fairly, unlike Cline. Dana would not have cut and run, he isn't afraid of the streets. Charlie Williams is afraid and loves to revert back to what he knows,IAD, and screwing working PO's over.

Be very happy Charlie didn't get the nod. Charlie proved himself again on Monday night by letting the working police face assault and then being ordered to backdown and retreat. That is fact,Dana may not be perfect but he isn't bad, give the man a chance.

I respect a man with balls who treats people fairly and from what I have seen Dana does just that.

The Nation of Islam,Fred Hampton and today Al Sharpton will jump into the 11th District shooting "protest". Too bad these fools don't realize it wasn't 11th District PO's who shot the offender. Shouldn't the protest be at Homan Square?

Lakeview residents hold an "Anti-Crime Rally" demanding that crime be addressed in the district and that police officers be kept in their respective districts. The manpower shortage is appearing in every corner of the city and the citizens are noticing it.

My friend, the comment you referred to was taken from SCC. I posted it to show how some are beginning to feel and I compared that feeling with how things were going in Cincinnati back in 2001.
I also added a disclaimer that I did not endorse the following comment.

Well I work days in 011 and have this posted and yet it always gets torn down. Like it or not this is how a majority of cops feel these days. I didnt need this post to help me do those things, I already did them. This is for the boys with 2-3 years on, the city and its citizens dont care about you. All this job is now is a pay check to me, and Im getting at least 11 more years of free checks. The days of being the REAL POLICE are over, now its time for the dogs to unite! Woof Woof Woof

We need a modern day Joe McCarthy!

You should be ashamed of yourself for admitting you are a dog. You are what is wrong with the police department. 2nd watch in 011 doesn't back each other up, b/c the dogs run the kennel. If you are a dog leave the district before you get someone hurt. And yes I have more than 2-3 years on. And yes I still do work and yes I still go to court. How can you complain about a boss who takes no action and doesn't back the working police when you are advocating the same stance everyday. This city is very close to a riot, inwhich P.O's will be hurt b/c you want to be a dog and do nothing.

Cry me a river. So you have 3-4 years on and now you are some super hero. Listen I will backup a fellow PO wherever/whenever but as far as working for these mutts go, Im done. Im a dog, so what??? Who hasnt went to court and were the working police? Been there done that and now its time for cops to rethink what they are doing cause the city isnt on your side. My family comes first, so that means going to my job and writing paper.. nothing more!

Please keep in mind that this is an open blog
that can and is read by people other than Chicago Police Officers.
