008th DISTRICT....TROUBLE IN PARADISE?

We have been reading SCC and their threads concerning a blow-up by 8th District Commander James Carrol. We wanted to know what really happened from a reliable source and not from those dealing in rumours and innuendo.
We contacted a couple of P.O.s that we know and got a good idea of how things went down. According to our source D/S Charles Williams was in the district for the evening and Commander Carrol was with ADS Debra Kirby. Carrol makes it known that he doesn't want anyone checking off prior to 15 after the hour. Carrol walks in the station, early, and there are a few guys standing around the radio room waiting to turn in their equipment. Carrol then quips "didn't everyone get the memo about check off time?" Well low and behold some smart ass has to raise his hand and say "I didn't get the memo"
Supposedly this is the cause of the meltdown. Should Carrol have come down on the whole watch? A supervisor should never reprimand or correct the group when your target is just a few. Our source however, tells us the problem isn't just 2-3 guys but is a prevailing mindset on the watch. The sad thing is a sarcastic P.O. thinks his sarcasm is appropriate to use with an already irate boss. This is either a total lack of respect or maybe pure stupidity.
Since that incident rumours are now running rampant over at SCC...take this for example:Second City Cop

008th District:

Friday, will bring about the following changes:

D/C launched but may receive a lateral position out of Patrol Division.

Lt. Richie Scotchbreath will be transferred to an inside position at Headquarters, placed on personal concern for an "addiction." City is very worried that if he smashes into 5 school kids with a M plate car while impaired that this blog is proof in itself that it was widely known that a problem existed and was not addressed by the City.

A certain P.O. (D.B.) will be placed back to his assigned position at 051 (Airport Law South).

Two Tactical Sgt's and a Watch Sgt. will be reassigned.


But this may not be good news for the 8th District. The new D/C may have been "told" to do whatever he/she has to in order to correct the problems on third watch and to "closely supervisor the 3rd watch". Meaning their complaining of a "yelling", publicly and when they were in the "wrong" may cause many to wish they would have kept their mouths shut.

The above writer seems to confirm what we heard about 3rd watch. we aren't passing judgement but relating what we heard. Be careful what you ask for people.....you just might get it.
The other rumour we tried tackling over there was the one that stated that no tact or gang car was to be west of Pulaski. As our guys relate to us its pretty hard to be west of Pulaski when all you do is bullshit edge missions and activity related to the DOC. That being said our guys said no way was any order or directive given to deny them working west of Pulaski. In fact they told us that there are a couple of cars that work exclusively west of Pulaski(of their own accord)

What's happening in 008 is a real shame. The former commander was a real gentleman who treated all his subordinates with dignity and respect.

Different way of doing things? Always open to debate. However, there are some things that cannot be denied.

When you run a district where crime is out of control, beat officers are overrun with calls for service, and cars cannot be manned, certain steps should be taken.

1. You have no business using a P.O. as your personal valet.

2. Tact and gang units can identify and target crime conditions. It's time to forget about friends and favors and utilize personnel likely to get the job done.

3. If you make a sarcastic remark, you should be prepared to receive one in return. Don't get angry when it happens. A lot of these P.O.s are good people who feel that the system is failing them.

4. There will be dogs on every watch in every district. As a practical matter, it is impossible to get rid of them. Put the workers where the are needed. Put the dogs where they can do no harm.

There is no easy answer to any of the problems that 008 has. The C/O should not be adding to them.

This needs to stop referring to fellow POs as Dogs. This was started by some ignorant boss a few years back& has caught on(regrettably) by the Rank& File.This is divide& conquers tactics plain&simple.
Have we become that ignorant to allow this to happen?

When you are going balls out to a call of ASSIST THE P.O. and you pass two P.O.s sitting in their car talking to two underage future (or maybe present) breeders--the kindest description I can come up with is DOGS.

The PO questioned whether or not he got the order, answered the question truthfully when he said, no. That's when the DC snapped. Mind you, not the sharpest pencil at times, because we all know not to say anything in rc, even if it is answering a question honestly. The PO was sitting down when mamoose did his rant standing over him.
Maybe the DC shouldn't be asking questions in rc if he doesn't want answers.

Why didn't you confront These POs after your "BALLS OUT CALL",(That's ODD, not a 10-1?)
Me thinks your story smells foul and lacks a shred of truth??

Apparently it's safer for you to confront them on this forum.
The kindest description we all can agree on is COWARD.

You don't get it, the point is How the White shirts have no management skills. Do the right thing and not show your ass to the troops. If you have a problem with some officers talk to them every officer in the roll call room doesn't need to hear it. However This system allows for no accountability as far as a white shirt. when you call someone a dog start at 35th st. Calling officers dogs thats bs. (only dog is patronage )

Referring to Street officers as dogs, Shame on you mister how low rent. I agree an ignorant white shirt started this in order to justify his own lack of skills. the patrolmen working the street is not a coward. Dangerous as it may be please don't call them dogs show a little self respect. As I see it, one of the biggest problems on this job is the do as I say not as I do. I work in the area and for the most part I'm treated as an adult. However the way I see the patrolmen treated by this dept is no less then sickening happy to say I'm out of patrol.

I often see beat cars from the 008 district west of Pulaski! There are usually 4 to 6 cars an hour parked in Portillos lot, in Summit!

008 is a cesspool of fuckoffs. the time to crack the whip over there is long overdue. It used to be a hiding spot for lazy white cops. Only problem is, the District isn't so white anymore.
They've got some serious problems in Chicago Lawn that require some serious attention, which unfortunately, most of the coppers in 008 haven't figured out too well yet. So the calls pile up, the crime stats go up, and persistent problems are barely dealt with, if at all. Maybe that District needs a black or Hispanic commander to really shake things up. Nothing else appears to have worked up to now.

The job we all do--is undeniable a ridulous one!!!If the public only knew all the bs we put up with not to mention the risk we all take with our lives...all this bs would never fly in the business world. Was the commander in 8 wrong to go off? of course he was--and i'm sure he knows it--but what happened to respect for the rank? Some "Kids", the 30 and under crowd really lack respect for their superiors. But that lack of respect is do to their upbringing. Kids now a days talk back frequently to their teachers, their parents and any guardian. They are more educated know it all's who really don't know much. The really sad part teachers, and the like can't do, or are afraid to do anything about this lack of respect---so we are raising monsters! with no accountability! The D/C in 8 was highly embarrassed because of the po's coming in early---
Its very silly that there is a rule about not coming in till 15 minutes after the hour. That little perk always was a little piece of "chocolate" for working so hard all night long, going on 20 to 30 calls a night, that perk always made the patrol division a little easier. But now that even took that away from us!! Thats BS. Because every unit out their, not only gets the perks of being in a unit---freedom, to do what they want and not being held down by the radio but they can all skate early if they want!! The patrol division has the hardest working officers and has to put up with the most bs--yet they are shit on the most---something needs to change!! When do we get our "Chocolate?"

Carroll is in over his head in 008, and the pressure is getting to him. He was fine as a tact lieutenant and as the CO of Midway, but he has now reached his level of incompetence, but as long as Molloy is around, he is golden.

Please keep in mind that this is an open blog
that can and is read by people other than Chicago Police Officers.
