Constable Robert Bailey was shot and killed just after conducting a vehicle stop.

Constable Bailey had just cleared a traffic stop in Lincolnville and was on Greenwood street where two suspects lived. Gunfire was then heard by witnesses and radio contact with the constable was lost. When officers arrived at the scene, Constable Bailey was missing. His constable's cap, two pistols, several shell casings, and a large pool of his blood were found in the street, and also in the yard of a nearby home. His cruiser was later found burning about five miles away.

A five day search for Constable Bailey ended when his body was discovered in a shallow grave about 50 miles from where he was last seen.

Five suspects have been arrested in connection with the murder.

Constable Bailey had served as a volunteer South Carolina State Constable for 5 years, and had previously served with the Dorchester County Sheriff's Department for 38 years.

Apparently some kind of struggle occurred and the Constable was shot multiple times. His body was then put in the Caprice. Bailey’s squad car was dumped and burned, as was his belt, holster and badge in a separate location. Then the couple called Washington and Smalls to help them. They met up at an exit off of Interstate 26 and Bailey’s body was moved to Washington’s car. The Caprice was then burned. The group then went to another exit off of the Interstate and buried his body in the shallow grave. Once the Caprice was discovered, agents arrested Asia Prioleau and she gave them the evidence needed to find Bailey’s body and make other arrests.

According to officials, Walter Fayall is being charged with murder, as is Asia Prioleau. Five people have been arrested in this case so far: Asia Prioleau, Walter Fayall, Brian Smalls, Jerome Washington and Asia Arlene O’Neil. Washington and Smalls are being charged with accessories after the fact. O’Neil is charged with accessory after the fact and obstruction of justice.

Gang Member Charged With Attempted Murder of A Police Officer and UUW by Felon

Bobby Selvie, who is charged with attempted murder of a police officer and unlawful use of a weapon by a felon, is the brother of Michael Selvie, who was charged in December with killing the bodyguard of Chicago Bears defensive lineman Terry "Tank" Johnson at a Near North Side nightclub, according to sources.

The police-involved shooting occurred outside the Selvies' home, on the 800 block of West 50th Place, in the city's Back of the Yards neighborhood, shortly before 1 a.m. Monday.

The detective, who was shot in the lower back, remained hospitalized tonight in serious condition. Investigators have been unable to question him.

We are glad to see that this coward has been apprehended. Our continued thoughts and prayers go out to the Detective.

On Wednesday, 16 May 2007 we filed a lawsuit in Cook County Circuit Court seeking an injunction blocking the City of Chicago from conducting a Re-Test on 23 June 07. Some of the issues addressed in the complaint are based on the proposed format of the test to utilize the same test scenarios, fairness of the process, participants’ unavailability on the test date, and scores not made available to participants.

In addition, The Chicago Police Sergeants’ Association issued a Press Release stating that we feel this proposed Re-Test is grossly unfair to our affected members and challenges the integrity of the promotional process.

Officers involved in two early-morning shootings

AREA 1

A Wentworth Area detective was shot in the lower back about 12:50 a.m. near West 50th Street and South Peoria Avenue, according to police News Affairs Officer Hector Alfaro.

UPDATE:

The Chicago Police detective was taken to Stroger Hospital, where he underwent surgery and was in serious condition late Monday, authorities said.

As the officer approached a man standing on the street, the man took off running.

As the detective chased the man, he heard a gunshot, police said.

The detective had been shot in the lower back, just above his belt, said police Sgt. Eugene Mullins.

For the "know-it-alls" who say he wasn't wearing his vest.

A suspect had been arrested in connection with another police-involved shooting, according to a Harrison Area detective.

The officer fired shots at the suspect, who was armed, in the Near West Side's Wood District about 1 a.m. near West Carroll and North Hoyne avenues, according to the detective.

RACE BAITING.......AGAIN!

In the Sunday Sun-Times Art Golab, staff reporter, makes a story out of the fact that those who live in minority areas are booted more often then those in white areas.

The neighborhood with the most cars booted per person in 2006 was the Near West Side, where 1,699 vehicles got the clamp, or 3 for every 100 residents. Though it includes gentrifying Little Italy and University Village areas -- it is nearly 60 percent minority.

And this proves what?

But at the bottom of the list of 77 neighborhoods was Mount Greenwood -- 90 percent white and home to many city employees. There, only 18 cars were booted, or .10 vehicles for every 100 residents.

Ah ha! There is a conspiracy here. The people in Mount Greenwood must surely get as many tickets as those in the Near West Side and if they don't it must be because they are white.

Reyna-Hickey said lower density (and mostly white) areas like the Far Northwest and Southwest sides have more single-family homes with two-car garages. As a result, fewer cars are on the street to get booted. She said more crowded, dense areas, whatever the racial makeup, are likely to get more boots.

Reasonable explanation.
Mr. Golab not only tries to race-bait but he wants to tug on your heart strings as well.

After each booting, Brinson has gone on payment plans, where for either a 25 percent or 50 percent down payment, the boot is released.

Though she works full time, she can't always make the payments, so she gets booted again. Brinson has paid nearly $3,000 over the past three years. "I keep getting tickets and my payment plan goes up. I told them I'm a single parent and they don't want to hear that, they want their money."

POLICE SHOOTING IN HICKORY HILLS

Alsip and Burbank Police were pursuing a stolen vehicle when the driver struck a plain clothes Burbank officer at 95th & Roberts Road in Hickory Hills. Officers on the scene fired at the vehicle striking both driver and passenger. No word on the condition of the officer or the offenders.

A Chicago Ridge man was charged with attempted murder, accused of running over a Burbank Police detective who was trying to stop his car in connection with a burglary investigation.

The detective, a 17-year veteran, released after receiving treatment to his lower body along with 12 staples to close a head wound.

An officer was on his way home from work and stopped at a currency exchange at 111th & Michigan. The officer was returning to his vehicle when Jacolbi Simpson, a convicted felon, put a gun to his back and demanded his money. The officer was able to draw on Simpson and as a result we have one less convicted felon preying on innocent citizens.

Records show Simpson was on parole for a 2004 drug conviction at the time of the shooting, and had a previous conviction in 2003 for aggravated unlawful use of weapon, for which he was sentenced to 1 year in prison.

Excellent job officer.

Good news for small business and even better news for consumers. There is no way a business is going to pay a higher tax without passing it on to the consumer.

Well step off was set for 0800 hrs. They obviously had to wait for all those who were stuck in traffic. Traffic sucked!
Why didn't the 1st district step off first? There were units that led off and patrol was pushed back.
All in all nice location for a backdrop but poorly planned in our opinion. Hopefully they learn from their mistakes and next year will be smoother.
Also we heard from one of our own (sergeant) that after 8:00 the lot attendants were looking for vehicles occupied by civilians only and charging for parking.
Plenty of officers were dropped off by their families (running late) and we wonder if they were charged for parking.

As most of our members are aware on 01 May 07 the City of Chicago announced that there would be a RE-TEST for the previously administered oral portion of the Assessment Exercise.

The Chicago Police Sergeants’ Association WAS NEVER contacted or consulted with regards to this decision. In fact, it only came to our attention shortly before the teletype message was disseminated.

Many of our affected members have contacted us expressing their concerns of how the City of Chicago and the Department, along with the accounting firm of Ernst & Young could once again, administer a promotional examination that at best could be described as flawed. This latest step is grossly UNFAIR and raises major concerns of the INTEGRITY of the entire testing process.

Our affected members have expended a tremendous amount of energy, monies, and personal sacrifices, including time away from their families while preparing for this lengthy exam process.

We are currently in the process of discussing with our attorneys what options are available to us and how best to proceed on behalf of our members.

I appreciate the professional demeanor that our members have displayed when contacting the Association, along with their constructive suggestions and comments. I would encourage anyone who wishes to forward their comments to do so.

Today the mayor held a news conference announcing his plans to overhaul OPS. He wants OPS to be a separate department no longer answering to the superintendent. Who cares? As long as due process is afforded to the accused.
Our fear is that this will not be enough for the likes of Phleger and Hilliard and the rights of the accused will be diminished with time.

BLAME THE POLICE AGAIN!!!!!!!!!

Today Los Angles Police Chief William Bratton threw his troops under the bus. Like any typical top city police boss, Bratton, shows outrage over the conduct of his workers for political expedience. According to AP News Service

The clash at MacArthur Park started after 6 p.m. when police tried to disperse demonstrators who had moved off the sidewalk onto the street. Authorities said several of the few thousand people still at the rally threw rocks and bottles at officers, who fired rubber bullets and used batons to push the crowd back onto the sidewalk.

So we not only have people who wish to disobey the police order to stay on the sidewalk but several others choose to throw rocks and bottles at the police. These people have gone from active resisters to assailants and as their actions escalate it should be expected that the response of the police would escalate also. The officers appeared to have reacted appropriately considering the disobedience to lawful police orders and the attack by "peaceful" protesters against the police.

Several people, including about a dozen officers, were hurt.
About 10 people were taken to hospitals for treatment of injuries including cuts, authorities said. None of the injuries was believed to be serious.

So we find out that 10 people were injured along with a dozen policemen and none of the non-police injuries were serious. But we have this outrage from Bratton, why?

"Our national anchor was being pushed by the batons," Marcia Garcia, a reporter for Spanish-language Telemundo 52, told KCAL-TV. "Our TV set was destroyed - monitors, cables, everything on the ground; it was like a surrealistic nightmare."

The media.......need we say more. They got the in the way and their equipment was damaged and their egos were bruised. The media will run this story for their benefit and the politicians will be wringing their hands for pure political gain.

With Mayor Antonio Villaraigosa away on a trade mission, City Council President Eric Garcetti spoke to viewers in English and Spanish, stressing the duty to protect the people's right to assemble and for "a free and unencumbered news media."

Hey Asshole!!!! This isn't a 1st amendment issue its a law and order issue. Stop placating a group that are here illegally in the first place and stop accusing the police of encumbering the news media.

WHERE IS OUR COPY OF THE CONTRACT?

This is a reprint of a letter that our President wrote to the membership as found on the CPSA website

After previously returning our contract for corrections and adjustments, I recently received what was termed the FINAL VERSION along with signature pages for me to sign. Unfortunately, this so called “Final Version” still contained numerous pages with typos and some questionable verbiage. I have expressed my displeasure to the parties responsible for preparing this slipshod document, which required me to again proof read the contract rather than focus on the content. I'm prepared to take additional steps if this situation is not rectified satisfactorily.

While I was not part of the previous negotiating team and was not involved in the prior contract negotiations, as President of the CPSA I am now responsible for accepting and signing this document. I want this contract to accurately reflect the current agreement with the City of Chicago, so that our members have an opportunity to review it and make constructive suggestions for consideration when we negotiate our next contract.

A Chicago police sergeant who interrupted a robbery at a West Side gas station this morning shot and injured one of the suspects after he tried fleeing the scene, officials said.Tribune

We read on Second City Cop that a third Sergeant was involved in the rescue of people from a burning building on the westside. When we went to the link the Tribune story omits the sergeants involvement. We'll take SCCs word for it and borrow their quotation from the Tribune .

Two people were injured Wednesday afternoon after a fire at an apartment building on Chicago's Lower West Side, authorities said.

The blaze broke out about 12:30 p.m. in a three-story brick building in the 1600 block of West 21st Street in the city's Pilsen neighborhood, Fire Department spokeswoman Eve Rodriguez said. A CPD Sergeant on viewed the fire and rescued two people from the flames

"Federal raid triggers Chicago protest" reads a headline on Breitbart.com.

CHICAGO, April 25 (UPI) -- Residents of a predominately Hispanic Chicago neighborhood took to the streets in protest after heavily armed U.S. immigration agents raided businesses.

The federal agents were searching for sellers of fake Social Security and resident alien green cards, authorities said, refusing to say how many people were arrested in the search

Is anyone out there getting tired of protest by people who support or actively participate in the violation of U.S law. I'm talking about the proliferation of illegal immigrants or as they like to say, undocumented workers. Now they have the audacity to protest a legitimate federal operation that indicted 22 people involved in murder for the sole purpose of creating forged documents for "undocumented workers". Read the press release by the Department Of Justice describing the illegal activity that this group was involved in.
However, if you listen to the "activist" this was merely a show of force to intimidate those preparing for an immigration protest scheduled for next month.
I'm going to call bullshit on this one.....people are worried how they will get their next phony social security card not the appearance of federal agents in tactical gear.

BURGE CASE | 'Riddled with omissions, half-truths'

That's the conclusion legal and nonprofit groups make -- in a report to be released Tuesday -- about a special prosecutor's probe of alleged police torture under former Chicago Police Cmdr. Jon Burge.

The report -- by a coalition that includes Northwestern University's Center On Wrongful Convictions, Amnesty International and lawyers representing the alleged torture victims in civil suits against the city

Without even reading this report you know where it is heading. Considering who is producing it.

"The record strongly suggests that the Special Prosecutors' investigation and resultant report, which cost the taxpayers of Cook County $7 million, were driven, at least in part, by pro-law-enforcement bias and conflict of interest, were riddled with omissions, inconsistencies, half-truths and misrepresentations, and reflect shoddy investigation and questionable prosecutorial tactics and strategies," the report concludes.

It is almost laughable that this group has the audacity to accuse anyone of a bias!

Daley says no to more 'hiring' investigators Chicago Sun-Times

Two weeks ago, Hoffman brought his New York City counterpart to Chicago to address the mayor’s cabinet in an effort to bolster his case for 10 more investigators.

And today he got an answer. NO!!!!!!

“My reaction is that the city’s ability to terminate federal court supervision of hiring is going to depend on the city persuading the court that it’s put in place procedures, personnel and staffing to adequately police political hiring, firing, promotions and the like,” Shakman said.

Shakman further stated,

“It’s too early to judge how that’s all gonna play out. But, it would certainly be a factor in my reaction to this and certainly something we’d reserve the right to raise with the judge and the monitor if the inspector general felt he was not getting adequate resources to do the job.”

On 31 DEC 08 the city can get out from under the Shakman Decree if it can prove it is in compliance.

Senate Majority Leader Harry Reid's pronouncement yesterday that "the war is lost" was made solely to Congress and to the American people, right? I mean, it's not like our enemies actually care or pay attention to what is said by those in leadership positions in our government (such as BushLied, US troops are Nazi storm troopers, etc., etc.) -- right?

Oops. Read on.

Al-Jazeera sure noticed, running a headline on their web page which said,


"Iraq war "lost" says top Democrat: US senate majority leader says war cannot be won by increasing troop deployment."

The article begins with the following paragraph:


The US war in Iraq is lost and a further build-up of US troops in the country will not recover the situation, the senior Democrat in the US senate has said.

It's not just Al-Jazeera. Al-Sharq al-Awsat - the self-proclaimed "Leading Arabic International Daily" - sure noticed, running a headline on their web page - along with this picture - that said, "The Democrats Believe The War Is Lost and Bush Refuses a Deadline For Withdrawal."

How about those innocent folks in Iran, who are paying no attention whatsoever to the strength and unified front (or lack thereof) presented by the US, as they flaunt their refusal to comply with US and UN calls for a halt to their nuclear weapons program? If you guessed "they noticed, too," then you are right. Iranian Press TV has a headline which reads: "US has lost war in Iraq: US Democrat. Leader of the Democratic majority in the US Congress, Harry Reid, has said the US has lost the Iraq war, and Bush's troop surge has failed." The first paragraph of the story?


"I believe ... that this war is lost, and this surge is not accomplishing anything, as is shown by the extreme violence in Iraq this week," Reid stated.

*Golf clap* Very well done, Mr. Senate Majority Leader. Anything else you'd like to say to your people? After all, it's just between you and your anti-war base - and the whole world.

Here's a hint: it may not be your "friends" who are listening the closest, or taking the most heart from what you have to say. Not that that'll make you think before speaking, of course.

NEW SERGEANTS

We know of a few people that had received a call telling them that they were to report for sergeants class on 23 Apr 07. Since then we heard that a second call was made telling them not to report on the 23rd that the class would start the following monday. We haven't heard how large the class would be but no one we heard from was higher than 30 on the list. With that information we are going to assume that the class will be around 50. With 35 sergeants in TRU 50 new sergeants will barely make a dent in the supervisory needs of the districts.

OLYMPICS..........NOW WHAT?

There are plenty of people in this city who are just excited to be in the international running for the 2016 games, and then there are those of us who know how the city operates and are just plain leery. Some would say we are cynical by nature but for the most part I would call it realistic.

Well now that the city got the nod I suppose its time for the SOS scandal to really start rolling and any other dirty laundry waiting to be aired.

Over at the Lieutentants Association site President Ken Sullivan gives his two cents on the recent "retirement" of Phil Cline and the Shackman settlement.

As for Superintendent Cline, I feel he was poorly served by many around him. Our dealings with him were always cordial and professional. He was always pleasant and focused on reducing the murders and protecting the police officers. In those areas he was very successful and will always have the Police Memorial to remind all of his good works. My personal opinion is he did not deserve to have to resign / retire. A GOOD leader would call a subordinate in, chew his ass for the recent failures and give them a period of time to correct it. If corrections were not made they would be fired. As we all know we don’t have a good leader on the 5th floor of City hall. 100s of jobs and promotions are given away, truck contracts are given away, and of course he knows nothing about it.

They have established a Shakman web site, shakmanmonitor.com that outlines the claims procedures and the forms for the $12 million settlement. I would urge anyone passed over in the Captains beauty contest, especially the first round, to file.

GLOBAL WARMING?

Read the Newsweek opinion piece by Richard S. Lindzen, the Alfred P. Sloan Professor of Meteorology at the Massachusetts Institute of Technology. His research has always been funded exclusively by the U.S. government. He receives no funding from any energy companies.

The current alarm rests on the false assumption not only that we live in a perfect world, temperaturewise, but also that our warming forecasts for the year 2040 are somehow more reliable than the weatherman's forecast for next week.

Dennis Miller had Christopher C. Horner ,the author of The Politically Incorrect Guide to Global Warming, on his show and he took Al Gore to task.

In Al Gore's An Inconvenient Truth, the only facts and studies considered are those convenient to Gore's scare-them-green agenda—and in many instances, Gore distorts the evidence he presents. Nearly every significant statement Gore makes regarding climate science and climate policy is either one sided, misleading, exaggerated, speculative, or just plain wrong.

The global warming crowd picked a real winner to be the champion of their cause.

I was watching Fox News this morning and saw a story about a handheld fugitive scanner that the Clermont County, Ohio Sheriffs Department is using. The scanner, created by Mobilisa Inc., reads the bar code on the back of a D/L or state ID and within seconds the info is processed against a collection of data bases. I went on a search and found an article at Officer.com that describes how the system works and the concerns of the National Association of Criminal Defense Lawyers. Clarmont County is the first local law enforcement agency to use the scanner. The scanners are being provided as a pilot program. According to the article future use would require purchasing the units and paying a monthly service fee for the data access.

Many times I have wondered why we do not have the ability to scan DL or ID cards. There is a bar code on the back. Having the CLEAR system (when its up) on the PDT (when its in range)is a great tool for confirming identity. Combine the CLEAR technology with a bar code scanner on the PDT and you may have something special.

YOUR MONEY AND HIGHER EDUCATION

In the Tribune there is a story about students protesting the arrest of two battery offenders who themselves were protesting the CIA's recruitment on campus. The two thugs happen to be members of the universities Socialist club.

"Anytime students try to stand up against something wrong and unjust you're always going to face some repression,"

Wouldn't the CIA be the last people they would want to piss off? That is if you believe the bullshit that left wing academia pushes on young impressionable minds.
You bust your ass to save money in order to put your child through college. You do this because a degree is a minimum requirement in any career field that your child embarks on. We do it because we want whats best for our children.
What are our children learning in those hallowed halls? Most people would be shocked by the anti-American, anti-Western and anti-Christian attitudes that are pervasive on American college campuses. Your hard earned money is spent teaching our children how to hate everything we value as a culture.

"For me, it's been really disappointing," said Molly McClure, a member of the university's Students Against War organization. "We were doing free expression. These are the things we learned about in our classes."

A college campus is suppose to be a place where the student learns about all types of cultures and ideas but not to have a leftist viewpoint constantly forced upon them. As a result of this one sided teaching, organizations like Students for Academic Freedom have sprung up challenging the left. Take a look at their site and maybe have your future scholar take a peek as well.

As a very high-ranking officer in a major out-of-state police agency, I find the CPD dilemma particularly disturbing. Well-informed police executives throughout the nation are aware of the fully politicized administration of the Chicago P.D.

It is common knowledge among IACP and PERF membership that any "nationwide search" for a successor to Philip Cline is at best, disingenuous, certainly under your current mayor.

Chief Cline's successor will be chosen from within the ranks of the Chicago P.D.

The selection board will be clandestinely directed to include your mayor's predetermined favorite among the finalists.

Your mayor will retain absolute control over the CPD through his selection.

Tragically, the essential prerequisite is that Mayor Daley's choice must be willing to blindly compromise any ethical principles and defer to Daley's every whim as his loyal puppet.

Heavy-handed, politically corrupt interference anathematizes the credibility, integrity and morale of a professional law enforcement agency.

Do not expect any eminently qualified out-of-town applicants.

And then we read in today's Sun-Times the feelings of Garry McCarthy, formerly of the NYPD, who was a finalist in the 1993 superintendent search.

"Having had a taste of Chicago politics, I'm not sure I would want to subject myself to that again," said McCarthy, 47.
"I was called after it was announced at a press conference. I thought it was kind of dirty pool after spending hours with Mayor Daley.

John Tucker

08 October 1968 Officer John Tucker was preparing to leave his house, to run errands. As he walked toward the door, his young daughter asked him “daddy can I go with you” and he told her, “I wish I could take you, but not today honey”. Officer Tucker’s daughter was ten years old, but still remembers that conversation; because those were the last words her father ever spoke to her.Later that day, Officer Tucker walked into the Standard Bank, and into an armed robbery in progress. Officer Tucker intervened in the robbery, and was shot six times and killed by Clemmie Johnson. Officer's responded to the scene, and were forced to shoot Johnson, he survived. Johnson was convicted of armed robbery, and murder, and sentenced to two 199 year terms. Clemmie Johnson was paroled in December of 2006, as a “mercy release”. Officer Tuckers Family was devastated by the news of this release. How could this happen? They were told that the murderer would never breathe free air again, but this was a lie. Johnson served only 37 years of his 398 years, and now is a free man. Superintendent Cline was made aware of this travesty, and informed the family that a task force would be assembled to make sure this would not be repeated. So far, the family has not heard back from Phil Cline. In the aftermath of her husband’s murder, Mrs. Tucker, fell in love with another Chicago Police Officer, and they married. They had a son, who is now a Chicago Police Officer. Growing up in a south side neighborhood, their son had many friends. His best friend still to this day, is also a Chicago Police Officer. His friend’s father was one of the Officers who responded to the murder scene of Officer John Tucker, and shot the offender. Officer Tucker’s picture hangs on the wall in the 004th District, and the caption reads GONE BUT NOT FORGOTTEN. The parole board did forget, they forget about the vicious crime, and the suffering it caused the family of the hero John Tucker. They forgot about the men and women of the Chicago Police Department who lost a brother that day. They forgot about the citizens of Chicago who lost a Champion for good that day. They did forget, but we will never forget. John Tucker your legacy lives and breathes in the hearts and minds of those who loved you, and by all member’s of the Chicago Police Department. Watch over us Brother, and we will pray for you.

NEW SERGEANTS?

Prior to the last class of sergeants we accurately guessed to the week the promotion of new sergeants based on the date that merit candidates were required.
We can only guess that the merit process will be complete soon if it is not already. Shortly there after a list of personnel to attend detective familiarization will be created. Does it really take 3 months to complete this process? The newly trained "detectives" will be joined by existing detectives that are to be promoted for pre-sergeants training. Our best guess has the "D" training beginning in 2-4 weeks and lasting 3 months and the pre-sergeants training lasting 6 weeks. Bottom line has the new sergeants on the street 20-22 weeks from now.
Reduce the "D" training to 2 weeks and the new sergeants are out on or before 1 July when we could really use them.

Retirement and taxes

We were asked which states are the best to retire in as far as taxes and we discovered the following 7 states have no income tax: Alaska, Florida, Nevada, South Dakota, Texas, Washington and Wyoming. Two others, New Hampshire and Tennessee, tax only dividend and interest income.

Things for us to consider

Our readership is way down. At our high point we received over 500 hits in one day and just this Saturday we barely broke 200. We are not going to credit the department with its filtering of blogspot.com sites for this decrease but due our own lack of direction.
We had intended this site to be information based and a platform for sergeants to sound off on issues that concern us. We began by questioning the effectiveness of the PB&PA and if our membership would be better served as part of a larger bargaining unit with P.O.'s.
As of late we have taken to highlighting everyday news stories that effect living in Chicago with a short quip from us. According to some we were just a poor attempt at copying Second City Cop. When we first started out we informed the guys over a SCC that they were our inspiration. We are, in fact, big fans of theirs but we don't feel that we are accomplishing our goal by mirroring subjects that they have posted. There have been a few occasions that we got a post out first but SCC's resources are deep and their sarcasm biting and we just can't compete with that. We aren't ready to pull the plug yet (Second City Dick) but it becomes very taxing to come up with original material day in and day out.
We have decided to refocus our energies and will do our best to be an information resource for sergeants of the Chicago Police Department.

Police officials look to reform disciplinary process

The headlines look bleak and really what can we expect? The department has reacted and the superintendent has implemented a new policy of stripping those (within 48 hours) accused in any instance that a preponderance of evidence would lead to criminal charges. Forget about due process. It is far more expedient for the department to trash your right to due process than to appear to be doing nothing.

There is no excuse for Abbate and we have yet to see the video of the Jefferson Tap incident. Abbate should be facing battery charges (not felony) and should be facing 30 days pending separation. The City shouldn't be liable in this case because he was not acting in a police capacity. In the Jefferson Tap incident we have heard the lawyer's spin in the press. We doubt that four businessmen at 2:00 am were just attacked without provocation by six off-duty coppers. According to the media two of these businessmen were employed at the Chicago Board of Trade. We know plenty of police officers that were previously employed at the CBOT and the MERC including one of the SCS members. That being said we also know that most people at the Board are off the floor and in the bar by 2:30 pm. Lots of drinking being done by 2:00 am. The term "businessmen" makes me laugh the image is that of a gangly nerdy timid guy who wouldn't start a fight and the victim of bully's. From what I hear these "businessmen" started shit and ended up being on the losing end of a fight.
These officers should of done one of two things: walk away or take police action. However the male ego in this case probably prevented either to be done.

Visitation will take place Monday and Tuesday between 3 p.m. and 9 p.m. at the Blake-Lamb Funeral home, which is located at 4727 W. 103rd Street in Chicago.

Funeral mass is scheduled for Wednesday at 10:30 a.m. at Christ the King Church. It is located at 9255 S. Hamilton in Chicago.

Insubordination

At what point is insubordination reached?

Are Sgts reluctant/afraid to demand the respect of the rank?

Have witnessed what I would call insubordination on several occasions in the last few years. They all seem to have the conclusion.....nothing. There has to be consequences to those actions.

I guess it started when Lt's and Captains started allowing the Blue shirts to hang out in the W/C's office.

POLICE SHOOTING

Police shot an armed offender at Francisco and Devon Avenues. Officers encounter a man who was armed with a Glock and he refused to drop the weapon. The end result is he has paid the ultimate price. Neither officer was injured.

TWO SUPERVISOR'S BEAT DEPARTMENT

Jury ruled their grievances led to retaliation .

In April 2006, a federal jury awarded Sgt. Nancy Lipman $250,000 and Lt. Diane B. O'Sullivan $50,000. About two months later, Lipman and O'Sullivan were notified of one-day unpaid suspensions, which they contested in court, claiming retaliation.

"By attempting to follow through with suspensions against the plaintiffs despite the jury's verdict, the city has conclusively made the case against itself that its retaliatory conduct is likely to persist in the future," Magistrate Judge Jeffrey Cole wrote in a stinging opinion.

The judge in this case is pretty perceptive in his opinion of the city and that its retaliatory conduct is likely to persist. Hmmmmmm we on the job call it a "brick"

Mass Slaughter In Our Schools: The Terrorists' Chilling Plan?

Second City Cop has a piece about the FBI giving law enforcement a heads up about the rise in school bus training and ownership by persons of the Muslim faith. The FBI wants to assure you that there is no threat nor is there a history of any threat. SCC calls "bullshit" on the FBI and reminds us of Beslan, Russia where Muslim terrorist occupied a school in September 2004 and killed 331 people, many of them children.
Let us not forget the taking of a Moscow theatre in 2002 where 850 people mostly children were held captive and 129 died as a result.
Hearing about the buses reminded me of Lt. Col. David Grossman's warnings, to us (CPD) officers who attended his in-service training, about inpending terrorist acts against our children. The Lt. Col. made it clear that Islamist have every intention of attacking our schools and killing our children. Second Amendment

An online article by Steve Chapman of the Chicago Tribune, for Real Clear Politics discusses how the second amendment has been a total stranger to the Supreme court. Until recently.

The District of Columbia statute in question is one of the most stringent in the country. It bans the ownership of handguns except those registered before 1976, and it requires rifles or shotguns to be not only registered but kept unloaded and equipped with a trigger lock. Such tight restrictions, the appeals court said, can't be reconciled with the Bill of Rights.

The D.C. law looks a little familiar doesn't it?

The Blame-America-First Crowd

While reading over different articles this weekend I found one that sums the "anti-war" crowd.
Read this article by Michael Barone.

"They always blame America first." That was Jeane Kirkpatrick, describing the "San Francisco Democrats" in 1984. But it could be said about a lot of Americans, especially highly educated Americans, today.

In their assessment of what is going on in the world, they seem to start off with a default assumption that we are in the wrong. The "we" can take different forms: the United States government, the vast mass of middle-class Americans, white people, affluent people, churchgoing people or the advanced English-speaking countries. Such people are seen as privileged and selfish, greedy and bigoted, rash and violent. If something bad happens, the default assumption is that it's their fault. They always blame America -- or the parts of America they don't like -- first.

Where does this default assumption come from? And why is it so prevalent among our affluent educated class (which, after all, would seem to overlap considerably with the people being complained about?). It comes, I think, from our schools and, especially, from our colleges and universities. The first are staffed by liberals long accustomed to see America as full of problems needing solving; the latter have been packed full of the people cultural critic Roger Kimball calls "tenured radicals," people who see this country and its people as the source of all evil in the world.

On campuses, students are bombarded with denunciations of dead white males and urged to engage in the deconstruction of all past learning and scholarship.

Not all of this takes, of course. Most students have enough good sense to see that the campus radicals' description of the world is wildly at odds with reality. But this battering away at ideas of truth and goodness does have some effect. Very many of our university graduates emerge with the default assumption thoroughly wired into their mental software. And, it seems, they carry it with them for most of their adult lives.

The default assumption predisposes them to believe that if there is slaughter in Darfur, it is our fault; if there are IEDs in Iraq, it is our fault; if peasants in Latin America are living in squalor, it is our fault; if there are climate changes that have any bad effect on anybody, it is our fault.

What they have been denied in their higher education is an accurate view of history and America's place in it. Many adults actively seek what they have been missing: witness the robust sales of books on the Founding Fathers. Witness, also, the robust sales of British historian Andrew Roberts's splendid "History of the English-Speaking Peoples Since 1900."

Roberts points out almost all the advances of freedom in the 20th century have been made by the English-speaking peoples -- Americans especially, but British, as well, and also (here his account will be unfamiliar to most American readers) Canadians, Australians and New Zealanders. And he recalls what held and holds them together by quoting a speech Winston Churchill gave in 1943 at Harvard: "Law, language, literature -- these are considerable factors. Common conceptions of what is right and decent, a marked regard for fair play, especially to the weak and poor, a stern sentiment of impartial justice and above all a love of personal freedom ... these are the common conceptions on both sides of the ocean among the English-speaking peoples."

Churchill recorded these things in his four-volume history of the English-speaking peoples up to 1900: the development of the common law, guarantees of freedom, representative government, independent courts.

More recently, Adam Hochschild, in his excellent "Breaking the Chains," tells the story of the extraordinary English men and women, motivated by deep religious belief, who successfully persuaded Britain to abolish the slave trade and then slavery itself. Their example was followed in time, and after a bloody struggle, by likeminded Americans. The default assumption portrays American slavery as uniquely evil (which it wasn't) and ignores the fact the first campaign to abolish slavery was worded in English.

The default assumption gets this almost precisely upside down. Yes, there are faults in our past. But Americans and the English-speaking peoples have been far more often the lifters of oppression than the oppressors.

"There is something profoundly wrong when opposition to the war in Iraq seems to inspire greater passion than opposition to Islamist extremism," Sen. Joseph Lieberman said in a speech last week. What is profoundly wrong is that too many of us are operating off the default assumption and have lost sight of who our real enemies are.

Cameras in the squad car is moving from pilot program to city wide implementation. The pilot program,at the present time, has 30 cameras installed in various cars in the 5th and 16th districts and also the traffic unit. At yesterdays recruit graduation ceremony the department announced the intended installation of an additional 280 cameras city wide. In a Fox32 News story there is concern that a citizen may blurt out a statement before his rights are read to him. Admissible!
The goal of the department is to have every car in the fleet camera equipped. Officers will have to be cognizant of the camera and the microphone that will be in their cars. The concern is not so much how they treat the citizen on a traffic stop but their private conversation inadvertently being recorded. We all have heard conversations on the "open mike"..."units watch your radios we have an open mike on the zone".

"A lot of police officers do a tremendous job and they get C.R. numbers [complaints registered]. The complainant never shows up, so it's unfounded. You say, 'Gee, he had 25 unfounded C.R. numbers. What's wrong with him?' There's nothing wrong with him. If we had this [camera system], we'll prove it," Daley said.

Amazingly the Mayor seems to be enlightened. So why the hell is the department counting "unfounded" cr #'s in determining placement in the BIS? Please Mr. Mayor shed some light on the Superintendent in this matter.

MEDIA BIAS

Is there such a thing as media bias? You damn right there is! Are there stories that the "mainstream media" covers or deem more important than others? Absolutely! Take the two following stories for example:

From todays Tribune a story about inequities in how justice is handed out in Paris, TX. The storyline reads "In Texas, a white teenager burns down her family's home and receives probation. A black one shoves a hall monitor and gets 7 years in prison. The state NAACP calls it `a signal to black folks.' On the face of it this appears to be a genuine problem possibly rooted in racism. Of course we have seen plenty of examples of the press ginning up a story in order to grab the reader and inflame their passions. Is this the case here? Maybe, maybe not. The story may in fact have merit and if it does this is a real problem in the Lone Star state. Does the story deserve national attention? State wide coverage is probably most appropriate at this time. The story does have the juice that the liberal media loves, redneck justice targeted at poor innocent blacks.

Why doesn't the story of a young white couple carjacked, raped, and murdered by four black men merit national attention? WVLT-Knoxville,Tn

Saturday night Channon Christian and Christopher Newsom have dinner at a local restaurant. They have plans to go to a friend's house to watch a movie. They never arrive.

Channon's mother becomes worried and calls the Newsom's to say she is filing a missing person's report and that they should, as well.

But it's too late.

Sunday morning: A railroad worker finds Chris Newsom's body between Ninth and Cherry Streets along the tracks.

But still no sign of Channon.

Monday: Christian's family, helping police search, locate her car along Glider Avenue, just down the tracks off Chipman Street.

Tuesday: 2316 Chipman street is swarming with investigators as they uncover Channon's body in a rental home, two blocks away from her abandoned car. Court records show the home is rented by Lemaricus Davidson and his brother, Letalvis Cobbins.

Police call them "persons of interest."

Thursday morning: Knox County, Kentucky state and federal authorities find Letalvis Cobbins and his friend, George Thomas at a home in Lebanon, Kentucky.

Thursday afternoon: Knoxville Police find Lemaricus Davidson at a home on Reynolds Street in the Mechanicsville area.

Friday Authorities serve a fourth person, Eric Boyd, with a federal warrant. Boyd and Davidson make an appearance in federal court in Knoxville. Cobbins and Thomas make an initial appearance in a federal courtroom in Louisville, Kentucky.

US Marshals in Western Kentucky call them all suspects in connection with at least some aspect of the double murder case. All four are being held by the Marshals Service's custody.

Lemaricus Davidson, 25, faces a total of 46 charges. Davidson was indicted on 16 counts of Felony Murder growing out of rape, robbery kidnapping and theft of Channon Christian and Chris Newsom, 2 counts premeditated murder of Christian and Newsom, 2 counts especially aggravated robberies from Christian and Newsom, 4 counts especially aggravated kidnapping of Christian and Newsom, 20 counts aggravated rape of Christian and Newsom, and 2 counts of theft from Christian and Newsom.

Letalvis Cobbins, 24, faces a total of 46 charges. George Thomas, 24, faces a total of 46 charges. Christopher Newsome's body was found wrapped in a blanket, shot three times and burnt along a set of railroad tracks. Channon Christian's body was found in the home of two of the offenders dumped inside of a garbage can. Both victims had been raped, mutilated and murdered. This is a heinous crime against a young white couple perpetrated by a group of black males. Does the race of either victims or offenders matter? It shouldn't but apparently when a group of white lacrosse players are accused (hoax)by a black women of rape it touches off a media frenzy that lasted months. However, this heinous crime is only covered by the local Knoxville, TN press and not the national media. You have to ask yourself why.

Teachers' residency near its end?
Could this be the opening of the door for every other union in the city to make a push for the repealing of residency? Well contract negotiations will soon be upon us.
Don't look for the city to offer residency as a part of the negotiation process. The key issues will be discipline (BIS), medical policy (for new hires),health care and possibly 6th work day. State law will have to be overturned before residency can even become an issue. Since the teachers are headed in that direction it could become interesting.

"If you want to recruit the best and brightest teachers, why would you put up a roadblock?" said CTU lobbyist Pam Massarsky

Why do teachers seem to think they are the most important people in society? Do you want the best policemen, firemen and paramedics? Of course we do. Why stop there? I certinly want the best engineers that operate the water filtration plants. In fact I want the best in all fields of city service. Her arguement can be used by all the civil service unions.
Are the motives of these pillars to society really out of concern for quality recruiting or are they for personal gratification? Is it to late for a "me too" clause?

Most recently, Rock Fusco attorneys successfully defended ten former Chicago Police Officers in a highly publicized civil rights lawsuit in federal court in Chicago. The plaintiff in that case was Michael Evans, who, back in 1976, was arrested for the kidnapping, rape and murder of nine-year old Lisa Cabassa on Chicago’s southeast side. Evans spent 27 years in prison before being released based on the results of DNA testing. Subsequently, Evans received an innocence pardon from Illinois Governor Rod Blagojevich. In his civil rights lawsuit, Evans alleged that the ten former Chicago Police Officers framed him for Lisa Cabassa’s rape and murder. The trial lasted nearly four weeks and during closing arguments plaintiff’s counsel asked the jury to award Evans over $50 million in compensatory damages and another $4 million in punitive damages. On August 8, 2006, after deliberating little more than one day, the jury returned a verdict in favor of all ten former Chicago Police Officers on all four counts of the complaint.

Sergeants exam may spark fury again

Thirteen years ago, the police sergeants exam became a political football in Chicago's never-ending game of racial politics when a test produced just five minority promotions out of 114.

Tee up the football. It could happen again.

One month after mailing test scores to would-be sergeants, the Daley administration is refusing to release a racial breakdown of top-scoring candidates.

Who other than Fran Spielman was questioning the racial breakdown and the reason for the delay in releasing the result? Nowhere in the article does it mention any alderman or group that is upset by the results. Fran only rehashes the results from 13 years ago and the firestorm it created. Me thinks Fran reads Second City Cop and sees the grumblings and theories of anxious coppers.

5 men charged in Lincoln Park cop stabbing

Five alleged gang members, including three brothers, were charged with attempted murder Monday for the weekend stabbing of an off-duty Chicago Police officer outside a Lincoln Park bar.

Anthony Borias, 24, of Downstate Genoa, is suspected of stabbing the officer in a fight outside the Deja Vu bar in the 2600 block of North Lincoln.

The off-duty officer and his friends, along with Borias, his two brothers and two others left the bar about 4 a.m. Sunday. That's when Borias and his group began yelling taunts at the officer, police said.

Police say the officer said he didn't want any trouble, but when it was over, he had been stabbed twice by the suspect, knocked to the ground and beaten. And Borias had been shot by the officer. Both remained hospitalized Monday.

Borias, brothers Nicholas V. Borias, 23, and Joseph Borias, 26, both of Chicago; David Podgorski, 23, of Chicago, and Vincent J. Munday, 21, of Elmwood Park, were charged with attempted first-degree murder.

Off-duty Chicago police officer stabbed Tribune

A confrontation ensued, after which two men lay bleeding in the street: the officer, stabbed twice in the abdomen, and one of his attackers, struck by a bullet from the officer's gun.
Surgeons at Advocate Illinois Masonic Medical Center operated on both men hours after the 4 a.m. fight outside the Chi-Town Tap, 2642 N. Lincoln Ave., Chicago Police Department spokesman Pat Camden said. Both were reported in stable but serious condition, he said.

Police spokeswoman Monique Bond said department authorities had not spoken to the officer. But after viewing surveillance video from a nearby business and interviewing witnesses, they had ruled that if the officer deliberately fired his gun, he acted in self-defense and within department guidelines, Bond said.

It's still unclear whether the officer fired intentionally or if the weapon discharged accidentally, she said.

The seven-year veteran of the Near North District and two friends were walking north on Lincoln after leaving Deja Vu, a bar several doors south of Chi-town Tap. A group of six to eight men approached them and "verbally accost the officer and the acquaintances as they're walking by," Bond said.

"The off-duty officer responds to the offenders, basically saying, 'We're not looking for trouble,'" she said. "At that point, the offenders advance toward them."

The men surrounded the officer, who took out his handgun and held it at his side as he identified himself as a police officer, police said.

"Suddenly, the offender lunges at him and stabs him twice in the abdomen," Bond said. The officer is "on the ground, and the rest of the offenders are beating and kicking him. His weapon discharges and hits an offender in the abdomen."

It was unclear if the man who was shot was also the man who stabbed the officer, she said.

A witness told investigators that one of the attackers grabbed the officer's gun and threw it across the street. The gun was found later, police said.

The officer was not intoxicated and alcohol was not a factor in the incident, Bond said.

Besides the man who was shot, several of the attackers, who police said are gang members, were in custody and charges were pending, Bond said.

Neighbors said the two bars on the block are full of people well into the early morning hours on weekends, and it's not uncommon to hear shouting and arguments.

"You have lots of yelling and hollering," said Maggie Koons, 23, whose apartment is near the scene of the fight. "There's always something, but never gunfire."

What does The Future Hold?

LABOR NEGOTIATIONS
Contracts with city unions expire June 30 and a showdown looms. Last time around, the police contract was handed down by an arbitrator, and it took 28 months to nail down an agreement with the building trades that ended up denying retirees back paychecks. This time, the stage is set for even more tension after most major unions denied Daley their endorsements and worked to elect a more independent City Council. Daley also must confront a pension underfunding problem that threatens to saddle future generations with a debt they can't handle. Painful solutions include benefit reductions and increased employee contributions.

Be prepared for for a long fight. Charlie Williams has made his view on our medical abundantly clear. Williams insist that a two teir system should be in place where sworn members will keep the existing benefit of 364 days in a two year period and and that new hires would be given something in line with other departments i.e. 12 days a year. We have also mentioned in a prior post that a two tier system has been proposed by a civic group concerning our pensions. Watch for the department to dangle the 10 hour day in our direction. What we would have to give up may be costly.

On or before Police Supt. Phil Cline celebrates his four-year anniversary in October, he is expected to announce his retirement from the pressure-cooker job. That will force the Police Board to conduct its usual nationwide search -- and Daley to choose a replacement, either from the Chicago Police Department's thin bench or from outside Chicago, which he hates to do. Former Deputy Police Supt. Charles Ramsey, a runner-up in past police searches, is available again after a stint as police chief in Washington, D.C. In-house candidates include: Chief of Patrol Charles Williams, Deputy Supt. Hiram Graue, assistant deputy superintendents Eugene Williams and Matt Tobias and Frank Limon, chief of organized crime. Two women are also possibilities: Chief of Detectives Maria Maher and Assistant Deputy Supt. Anne Egan

As for DS Charlie Williams, his latest memo sent to the districts, I quote " No longer are the days of handing out car keys to police officers to just ride around". He wants to see activity in the DOC. This man has lost touch with reality. Lets see, backlogs for 10 months out of the year, denied time due, denied lunches P.O.'s just off probation and working as acting FTO's and morale in the shitter and he seems to believe they are just riding around. You want to know why morale is so bad? Look no further than the top! Shame on you Charlie Williams!
